The first speaker, Mr. EDDY MOMAT, a communications expert, spoke about \u201cHOW NGOS OPERATE AND THE LAWS GOVERNING NON-PROFITS IN CANADA.\u201d His presentation covered the following points:<\/p>\nThe Congolese Community of Hamilton (CCH), led by its president, Ms. NANCY MUINDA, held a training session on Saturday, 07\/03\/2026, in the hall at 132 Blake Street in Hamilton, on the theme: SOUND FINANCIAL REPORTING AND HOW NGOS OPERATE IN CANADA.<\/p>\n
Speaking first, Ms. SARAH acknowledged the territories on which we are gathered and explained their origins, followed by Ms. ERLINDE, who read the biography of the first speaker and introduced him to the participants.<\/p>\n
The first speaker, Mr. EDDY MOMAT, a communications expert, spoke about \u201cHOW NGOS OPERATE AND THE LAWS GOVERNING NON-PROFITS IN CANADA.\u201d His presentation covered the following points:<\/p>\n
In short, an NGO is defined as a non-governmental, non-profit organization made up of people who operate at the local, national or international level and that is free of any government control, while an NPO is a group of at least two people who decide to pool their resources to carry out an activity whose main purpose is something other than their personal enrichment.<\/p>\n
Another difference lies in how they operate: an NGO often works on a global scale and focuses on large-scale issues such as famine or human rights, and often engages in advocacy, lobbying and political influence, whereas NPOs generally focus on delivering services directly to communities, usually act at the local or national level, and are affiliated with a government. Some points of his presentation prompted questions and answers from the participants.<\/p>\n

The second speaker, Ms. ANIKA KUHNERT, lead coordinator of ACFO r\u00e9gionale Hamilton, covered the following points:<\/p>\n
On why governments fund organizations, she explained that every grant has a specific purpose: supporting complementary public services, meeting local needs, promoting social equity, encouraging civic participation\u2026<\/p>\n
As for the main funding themes, she discussed social inclusion, economic development, immigration and integration, culture and heritage, youth and education, and community development.<\/p>\n
It should also be noted that in Canada there is specific funding for francophone communities aimed at protecting the French language, cultural development, French-language services and the vitality of francophone communities.<\/p>\n
To find grants, consult government websites, funding portals, community networks and partnerships.<\/p>\n
And to apply for a grant, you need to: identify the program, check eligibility, prepare the project, submit the application and wait for the assessment.<\/p>\n
The responsibilities of funded organizations include: using funds appropriately, respecting funding conditions, producing reports and managing finances transparently. For financial governance mechanisms, she cited: -Board of Directors -Financial policies -Transparent decision-making processes -Risk management<\/p>\n
On due diligence and transparency, she explained that laws on government funding require financial due diligence, not financial transparency, while stressing that transparency is a public-trust strategy that can be both an advantage and a risk.<\/p>\n
Finally, the coordinator concluded that grants are essential for organizations; they strengthen communities; and they require responsible management and collaboration between government and organizations.<\/p>\n
The training ended in a positive atmosphere, with questions from participants and answers from the speakers.<\/p>\n
A call went out to the whole Congolese Community of Hamilton to recognize the value of the community and to take part in the various meetings called by the leadership team.<\/p>\n

Prenant la parole en premi\u00e8re, Mme SARAH a tenu \u00e0 pr\u00e9senter les territoires sur lesquels on se trouve, tout en pr\u00e9cisant les origines, suivie de Mme ERLINDE, qui, apr\u00e8s avoir lu la biographie du premier intervenant, va le pr\u00e9senter aux participants. S\u2019agissant du premier intervenant, M. EDDY MOMAT, en qualit\u00e9 d\u2019expert en communication, a pu parler du \u00ab FONCTIONNEMENT DES ONG ET DES LOIS QUI R\u00c9GISSENT LES ABL AU CANADA \u00bb. Son intervention a \u00e9t\u00e9 bas\u00e9e sur les points suivants : D\u00e9finition d\u2019une ONG D\u00e9finition d\u2019ABL Diff\u00e9rence entre ONG et ABL Question interactives Le mandat d\u2019ABL Les lois qui r\u00e9gissent les ABL Canada Questions \u00a0 En bref, une ONG est d\u00e9finie comme un organisme non gouvernemental \u00e0 but non lucratif compos\u00e9 de personnes qui op\u00e8rent \u00e0 l\u2019\u00e9chelle locale, nationale ou internationale, et qui est libre de tout contr\u00f4le gouvernemental, tandis qu\u2019ABL est un regroupement d\u2019au moins deux personnes qui d\u00e9cident de mettre en commun des moyens afin d\u2019exercer une activit\u00e9 ayant pour but principal autre que leur enrichissement personnel. Un autre point de diff\u00e9rence intervient au niveau de leur fonctionnement, une ONG intervient souvent \u00e0 l\u2019\u00e9chelle mondiale et se concentre sur des probl\u00e9matiques de grande envergure, telles que la famine ou les droits humains, s\u2019engage souvent dans le plaidoyer, le lobbying et l\u2019influence politique, alors que les ABL se concentrent g\u00e9n\u00e9ralement sur la prestation directe des services aux communaut\u00e9s, agissent g\u00e9n\u00e9ralement au niveau local ou national et ils sont affili\u00e9es \u00e0 un gouvernement. Il faut noter que certains points de sa pr\u00e9sentation ont suscit\u00e9 des questions et des r\u00e9ponses de la part des participants. S\u2019agissant de la deuxi\u00e8me intervenante, Mme ANIKA KUHNERT, en qualit\u00e9 de coordinatrice principale de l\u2019ACFO r\u00e9gionale Hamilton, elle a \u00e9tal\u00e9 son intervention sur les points suivants : Pourquoi les gouvernements financent-ils les organismes ? Les principales th\u00e9matiques de subvention Comment trouver les subventions Comment appliquer \u00e0 une subvention Les responsabilit\u00e9s des organismes financiers Les m\u00e9canismes de gouvernance des finances. Diligences et transparence Conclusion. Au point de savoir pourquoi le gouvernement finance les organismes, elle a tenu \u00e0 pr\u00e9ciser que chaque subvention a un objectif bien pr\u00e9cis : soutenir les services publics compl\u00e9mentaires, r\u00e9pondre aux besoins locaux, promouvoir l\u2019\u00e9quit\u00e9 sociale, encourager la participation citoyenne\u2026. Quant aux principales th\u00e9matiques de subvention, elle a parl\u00e9 de l\u2019inclusion sociale, du d\u00e9veloppement \u00e9conomique, de l\u2019immigration et de l\u2019int\u00e9gration, de la culture et du patrimoine, de la jeunesse et de l\u2019\u00e9ducation, ainsi que du d\u00e9veloppement communautaire. Il faut signaler qu\u2019il y a aussi au Canada, une subvention sp\u00e9cifique aux communaut\u00e9s francophones en vue de la protection de la langue fran\u00e7aise, d\u00e9veloppement culturel, des services en fran\u00e7ais, vitalit\u00e9 des communaut\u00e9s francophones. Pour trouver les subventions, il faut consulter les sites gouvernementaux, les portails de financement, les r\u00e9seaux communautaires et les partenariats. Et pour postuler \u00e0 une subvention, il faudra : identifier le programme, v\u00e9rifier l\u2019admissibilit\u00e9, pr\u00e9parer le projet, soumettre la demande et attendre l\u2019\u00e9valuation. Lorsqu\u2019on parle des responsabilit\u00e9s des organismes financ\u00e9s, on constate : l\u2019utilisation appropri\u00e9e des fonds, le respect des conditions de financement, la production des rapports et une gestion financi\u00e8re transparente. Concernant les m\u00e9canismes de gouvernance des finances, elle a cit\u00e9 : -Conseil d\u2019Administration -Politiques financi\u00e8res -Processus de d\u00e9cision transparents -Gestion des risques Au point de diligence et transparence, elle a tenu \u00e0 pr\u00e9ciser que les lois sur les financements gouvernementaux requi\u00e8rent une diligence financi\u00e8re pas une transparence financi\u00e8re tout en insistant que la transparence est une strat\u00e9gie de confiance publique qui peut \u00eatre un avantage et un risque. Et enfin, pour conclure, madame la coordinatrice a chut\u00e9 en disant que les subventions sont essentielles pour les organismes ; elles renforcent les communaut\u00e9s ; elles exigent une gestion responsable et une collaboration entre le gouvernement et les organismes. Il faut noter que la formation s\u2019est termin\u00e9e dans une bonne ambiance, avec des questions des participants et des r\u00e9ponses des intervenants. L\u2019appel a \u00e9t\u00e9 lanc\u00e9 \u00e0 toute la Communaut\u00e9 Congolaise de Hamilton pour prendre conscience du bien-fond\u00e9 de la communaut\u00e9 et de participer aux diff\u00e9rentes convocations de l\u2019\u00e9quipe dirigeante. \u00a0 LIEVIN-N.
